Disc brake quiet like CRC 05016 may help. As was pointed out, before you installed the rotors, did you use brake cleaner to wipe off the lube film that was on the rotors? Callahans are known as low cost rotors/pads/calipers. I would not trust their brake pads. Ditch those and get Akebono or, if you find them too pricey, get Wagner Thermoquiet or other more reputable pads.

The clip attached to the pad is a "courtesy" reminder to warn you the pads are wearing thin and time for replacement. Many are very forgiving on pad thickness so at least check them at that time. They are usually on the inner pad facing the road (bottom) with the thinking it'll hit it first during wheel rotation. The spring clip is also located on the bottom pin and the pin sorta goes through the hole loop in the spring and then gets clipped on the outer edge with the long "one piece" wire clip or separate pin clips. The wavy clip has to be positioned into the lower slot holes on the inner/outer pad to keep them separated. Important part is making sure all the parts are cleaned and lubed with either brake grease or other. I use anti-seize on my setups.

I just did mine with Stoptech and bedding process is about 20, 30mph-5mph stops every thirty seconds, give or take, then let it cool down. You can take it easy for the first 100mi. or so, but should be o.k.

Thank you for your replies. I did not clean the rotors but will now. There wasn't any instructions supplied. The skittering noise is probably the film on the rotors. I'll get better pads too.
I realized after i sent the pic that the tab was a wear indicator.

Happy ending here. Didn't know enough to clean off the very clean looking rotors before install. It's been a long while since they've worked this well. Thanks for all your input.

Are you kidding me? Callahan is one of the most famous brands of brake pads known to man.

It depends. Some rotors are straight metal, no cleaning needed.
Some are zinc, the brake pad cuts that off. Brakleen does nothing to zinc. Zinc is a thin layer of metal.
And some have oil on them. To prevent the bare metal from rusting while it sits on a warehouse shelf for 2 months. Otherwise it will flash rust from moisture in the atmosphere.
When it has that oil (you can see and feel it), it has to be taken off with brakleen.
Do pads tend to absorb things like sponges? Yes.
However, I have heard it possible to save the pads somewhat by pouring boiling water from a tea kettle on them. I assume driving afterwards to bake out any water with heat from use.
And possibly brakleen that also dries/evaporates things.
But that adds extra steps that not everyone will want to take (removal of pads)

A pad briefly touching a rotor with a thin film of oil on it sounds like something that would absorb much less than for example dropping a pad into a bowl of oil.

I’ve seen guys reuse pads and shoes that got oil on them. Washing them with brake cleaner and hoping for the best. I don’t. Being able to stop is important enough for me to get new pads.

If the new rotors came in a sealed plastic bag, it was probably to contain the protective oil. If they didn’t, it would have still given them a wash down with brake cleaner. I have some new stillen rotors for a 4th gen Supra sitting in my garage that were not oil coated.
