just bought a 2" rough country level kit for the front and was thinking about doing the 1.5" block in the back. I have an 09 base model but my question is do I need new shocks to put the blocks in?? Not really any off-roading, just for looks basically.

You can get by with stock length shocks, but that's about it.....getting by. If you lean on 'em, the shock will run out of travel well before the suspension will. Not at all good on the shocks. It's very possible to push 'em to the limit while still on pavement.
