Some years ago I was stopped at a traffic light in my F250. Ten seconds or so after I stopped I felt a bump. I got out and walked to the back of the truck where I encountered a man driving a $95,000 Mercedes. He said "it wouldn't have happened if you hadn't stopped."

I replied "you aren't in Mexico anymore."

The only damage to my truck was to my $1.79 hitch ball cover. The Mercedes driver refused to pay for it. I looked at the Mercedes, I'd guess it had $20,000 damage.

I decided I didn't need to bother with a bunch of paperwork and the guy wanted to apply Mexican rules so I left. I doubt the police would even take a report if he called them. Nothing ever happened. This was 15 years ago so the statue of limitations has expired, I can tell the story.

This, it doesn't have to be illegal for an officer to cite you. I hear it all the time in the firearms world.

I'll be honest, I did not read every reply to this thread yet, so if this is already covered I apologize.

I am a police officer, and my interpretation of this law and its application (At least the part you quoted) does not apply to trailer hitch receivers. The section you quote merely states each vehicle must have a bumper. So in conclusion, I would not be stopping you or citing you for having a hitch on your truck.

Incorrect. Stopping and subsequently citing you for a "crime" that is in fact NOT a "crime" Is an illegal detention and leaves the officer/city/state open to civil liability. Case law at all levels supports this.

I noticed that lack of detail when I posted it, but it was the only VC I found referenced on 5 other forums on the topic, so I thought maybe I was missing something entirely when reading it 10 times. Made no sense to me, either in regards to topic.

I'll post the VC referenced on a ticket next time I hear of one being written, but I suspect it is for rear license plate being obstructed.

I don't think it saves you. I was driving a company 2014 Tacoma with a hitch receiver that got rear ended in town by a truck that didn't see the light change to red. The whole hitch receiver assembly got pushed in and up but the bumper didn't look much worse for wear. The receiver and my neck took the brunt of it. An insert may have actually absorbed some impact before transferring it through the receiver, the frame, then my neck.

yes, I am very interested to read it. If you find it, let me know! The license plate "obstructed" law is pretty cut and dry. In most cases, a drop-hitch doesn't obstruct, but a hitch ball on the bumper does. What do I do when I can't see that one extra letter or number because it's blocked? I move my head slightly to the right or left. I have never, and will most likely never cite for that. It's dumb, and gives cops a bad name.
