    If your dropping from 12V to 9V, the voltage across the resistor is 12 - 9 = 3V. If the current through the resistor is .5A the resistor value is V/R or 3/.5 = 6 Ohms. The power in Watts is I squared * R = .5 * .5 * 6 = 1.5 Watts.
