1999 Tacoma turns over but won’t start

1999 Toyota Tacoma

I recently purchased a 1999 Tacoma and it wouldn’t start so I replaced the starter and now it turns over but won’t run it has spark and I replaced all of the fuses and checked wires when I hooked a scanner up to it no codes but it says the fuel pump is only putting out 43% anyone with similar issues know how I can fix this? It’s a 3.4l v6 manual 4wd
