the 95-00 are harder to find

 

The lenses themselves are interchangeable aren’t they? Just the entire housings aren’t I think?

 

Yes but the lenses are still different looking and OP asked for the clear 95-00s

I have 01-04 Red/Clear tail lights on my 99. The only thing that really changed was the reverse bulb and a ground wire.
You cannot put 95-00 on an 01-04 without changing the wiring, but you can put 01-04 on a 99.

You can also just swap the lens instead of the whole housing.
