    So is it bad if while my neighbor is on vacation I hook up my washing maching (female/female) hose to his hosebib shut my main supply valve off and use his water?

    Yeah without a meter on it, its not usable really to anyone but a fire department. I have seen people make cool stuff for there home bars out of older fire department stuff. Good luck with sale.
