2.7 Fuel pressure check

    Exhuast, lights and horn.
    Fuel seems to be the issues. It will start every now and again but shortly dies as if the fuel is cut off alot like a motorcycle running out of gas. I popped the fuel regulator off it has pressure but little to none of fuel in the rail, more closer to none. Relay is working (held it in my hand) no leak of gas. I can hear the pump in the tank running but haven't tested much more till now. What's in question is do I have the right setup for a fuel pressure test? If so, I am not getting fuel to the rail atleast not enough. When working on my other taco with the same 2.7 I took the fuel regulator off that and the rail was full. Swapped fuel regulators and no change. My other truck starts right up no issues. So now I can only image its my fuel pump. No check engine lights but I notice my o2 sensor, EGR, Mass Air Flow and Cat are getting no monitor readings. So saying they aren't reading anything.
