Completely Stock except for Ranch 5000 Shocks and Struts.

There are absolutely no differences mechanically, electronically or anything else between these two model years.

Depends. In 2000 there was a Cali version and a Federal version of the truck when they began converting to 50 state legal emissions. If the manual is for a federal truck it should be fine

My 99, built in early 99 and purchased new on the east coast has 50 state Fed emissions. The manuals cover all truck versions for the given year.
