Yeah, this is what I did since the "New" one I purchased from RockAuto was defective and causing blow by in the motor. New one came from Toyota Dealership and in my particular case it resolved the issue.

I always ask the same ‘ Basic ‘ questions

    year/ model taco

    mileage !!!!!!!

    type o driving ( commuter bump/grind .......excessive idling )

Ur truck has age........not that many miles

that much water in a cylinder could result in a ‘ wet ‘ cylinder or a cylinder that would ‘ hydraulic ‘

i doubt it would actually fire with that much water

its possible as a few have mentioned the valve ‘ seals ‘ are leaking
    unusal for the miles

maybe for the age which leads me to to ‘ environs ‘
why so few miles in 21 years ???????

pull the spark plugs..................keep them in order.................Do NOT jumble them up

    take good close photos

do a compression / leak down test

If PO neglected oil changes severely, the baffles in the top of valve covers could have gotten sludged up to the point a new PCV will never do it's job and in fact could sludge the rings closed.
This was a design flaw of the early Camry 3.0 engine in that it happened easily but really, could happen to anything. further hampering would be if they neglected plugs too.

I put in a Toyota PCV valve and new grommet. It appears something is working I have less smoke but it still smokes on start up for about five seconds to 10 seconds

Well. Your valve stem seals are 20 yrs. old

We can't feel bad, you used to be doing good to get 10 out of them.

edit: Didn't read whole thread again. So did oil consumption slow? Did you check rings with compression test?

Yes the best option to do is a compression test. Psi for each spark plug should be 127-178 psi if im not mistaken
