2001 Camry Thermostat??

    The dealership recently replaced the radiator, and water pump cause our camry was leaking coolant. Drove fine for a couple of weeks, but recently the Thermostat has been going up and down. It sits at normal temp for a while, then it'll move a few millimeters up then down after 1 min. It does this every few minutes, but it never gets close to overheating. Not even halfway to overheating. Is it a bad thermostat?
