You need to pull the vacuum line going to the throttle body for the evap system.

I read that wrong. When you pull that hose its okay? Sounds like its still a problem in the evap system

I pull the vacuum line that is connected to the air box right behind where the air filter goes. If I watch this hose when filling up, I can see fuel vapors pouring out. With the hose connected these go into the intake and temporarily flood the engine.

I've had a smoke test and that found a hole in the gas tank but no other leaks in the engine bay or around the charcoal canister. After replacing the gas tank I tested both VSVs and they both are good..Still not sure what is causing the problem.

Here is a pic (not mine) of the hose I pull when fueling. I reconnect after pumping.

Still could be one of the vacuum diaphragms on the charcoal canister.

or the overfill check stuck open. Does the gas cap whoosh in air when you open it?

Gas cap lets out pressure when opened, and the charcoal canister was replaced as a first step to try and fix the CEL when I first got the truck ~18 months ago

    Charcoal canister replaced = done

What about the return line back to the charcoal canister? It will get blocked with the charcoal if you or prior owner overfilled the fuel tank consistently. The vapors are suppose to return to the charcoal canister, pass thru, and drip fuel back into the tank.
What about the purge valve (for lack of a better technical term) that opens/closes as soon as you turn on your ignition? They typically don't fail but if they do, you would get a CEL immediately.

Are you doing this all yourself? or dealership?
