2010 RAV4 headlight operation.

My wife's 2010 RAV4 Limited, push headlight stalk forward to put HI beams on, the LO beams are on, no HI beam. Pull stalk up for flash, only the LO beams flash, no HI beam. When in center LO position, LO beams on, Whatever I do, no HI beams. Tonight a guy told me when in HI or Flash position, both the LO & HI should be on with the HI beams. I thought when in HI position, the LO's go off & in LO the HI's go off. If this guy is correct, the problem may be as simple as both HI bulbs may be shot. Can anyone verify if when on HI position, are the HI & LO supposed to be on? Thanks.
