2011 Tacoma 2.7L VVT-I gear replacement

Hey everyone, I have a 2011 tacoma 2.7L and Im changing the VVT gear due to it broke I got a brand new and it seems to locked. Does this VVT has to be unlocked before installing? And if it has to be unlocked how can I unlock it I tried with compresses air and it wont unlock. Can anyone help

 

I'm assuming you mean the cam phaser? They are supposed to be locked in their default state, oil pressure unlocks them when the PCM commands the VVT solenoids to move them.

I watched the videos because I have a vvti rattle.

The new gear should be unlocked before installing. He says they are very difficult to unlock, if you lock them by accident, and to take care handling them.
