I had a left front axle replaced and noticed later that oil was leaking again from that area. I took it to Toyota Dealer and they said the seal was not part of the replacement axle repair and that I would have to pay for the seal repair. Is this true would the seal not been part of the original repair or maybe they damaged it causing it to leak
    Thanks!

Personally, I’d talk to the service manager and escalate it to corporate. No way I’d ever pull an axle and NOT replace the seal.

OK, so now that we've narrowed that down, it appears that you're describing where the inner CV joint goes into the front differential. You mentioned that it is leaking again. So, if it was leaking before they replaced the axle, they definitely should have replaced the seal while they were in there. It's possible that the roller bearing inside the diff is bad and causing the CV joint to move around and result in a leak.

Now, here's what really should be done. There's a roller bearing inside the diff on the drivers side that goes bad. ECGS makes a bushing to replace the roller bearing as a more permanent fix. Install the ECGS bushing and a new seal and you'll be good to go. This is not something that the dealer is likely to do for you, since it's an aftermarket fix. Post your location and maybe there's a TW member that can help you out.
