    Yep, relay gets my guess. I had to replace one on my daughter's Corolla last year. Only, hers wouldn't turn on.
    You could (carefully) peel the shell off of that relay since you need to try a new one anyway, and see if it's welded itself shut. It would be some level of confirmation.
