2013 AC issue

Hey all!
I have an issue with my ac and not sure where to look/ask for (and yes I did just have it "recharged" a few weeks ago due to not blowing cold air). While it blows cool/cold, the majority of the time it only works on the highest setting. If it's on any of the three lower settings, it just shuts off completely. I can hear something under the hood sound like it wants to turn on, but nothing comes out. So it's off or high only.
Anyone else experience this/thoughts? thanks!

 

Probably the blower resistor but it should be checked to be sure.
