I have a funky test light by Kobalt; tests ac and dc, has little lights at 6v, 12v, etc up to 240v. When I check the battery it reads 6v, 12v is dimly lit. hooked it up to position 1, light connected to positive battery post, other lead connected to position 1. It's reading 6v (12v) with ignition on and when cranking. I noticed it stays on for a few seconds after i turn off the ignition switch until there's a faint click and it goes out.

Yea you need a standard incandecent test light.
Just for grins have you tried swapping the C/OPN and Fuel Pump relays with known good ones?

Will the pump run if you jump pins 3 and 5?

Just tried and it didn't work, had my vm on the black/red wire and still not showing 12v. Also couldn't hear anything from the fuel pump area

Ok check the voltage at pins 3 and 5 when you jump them.

Are you sure your meter ground is good and your meter is working properly?

Ok check your voltage on the Black/ed wire at the resistor again with it jumped, if you have 12v at pins 3 and 5 with it jumped but not at the resistor you have a bad connection between the relay and there.

Do I leave the jumper in 3 and 5 when I check the resistor?

Yes, we are trying to determine where the voltage drop is.

No voltage reading at the resistor, tries to start but can't, I think I hear the fuel pump running for a few seconds after I turn the ignition off.

but you have voltage at the relay socket with it jumped?
That's probably the secondary air pump your hearing.

Yep, voltage at relay with resistor jumped, on and cranking, still trying to start, the sound is coming from the fuel pump. Haven't heard it before, you can't miss the noise from my secondary air pump!! Way different!
