2015 Fog Light Pre Wired

Hello all. I'm new to the Tacoma world with my recent purchase of a 2015 TSS.
I'm looking at installing some fog lights. I've read many people have trucks pre wired, so I checked mine and I believe it is. I pulled off the black cover and there is a wire harnes attached to the back of it (could it be for something else?)
So if this is for fog lights, what else is needed to install a set? I don't see any wires in the bumper to connect lights!
Any help will be great, and thanks in advance.
PS: what is a good set of fog light, wanting to look factory. I am currently looking at spyder.

The cover of my fuse box doesn't say "fog" anywhere.
There is a connection in the fuse box with connectors as shown in the pic, from fuse cover diagram it states tail/towing, could this be what the wire bracket in the dash is for?
