I agree , I just see open regs / unlimited testing as polar opposite to budget caps

 

How do you police a hard cap ?

 

Which books though ? I mean that would be pretty straight forward with a team like Sauber that exists only as an F1 team , how do you ensure Mercedes or Ferrari or Honda aren't running a parallel development program ? Those companies aren't going to disclose their company wide accounting to F1

Look herpaderps , not parallel development for another car , just working on the F1 program outside of the F1 program as regulated by the cost cap accounting police

 

I just don't see a hard cap being enforceable

and I frankly don't see the advantage , it won't bring the struggling teams up at all it only dumbs down the advancement of the works teams who are actually supplying all the power units to the rest anyway

The problem is the division of prize money assets

 

Already agreed the testing should be more open , they wouldn't even need to change the token system to do that

 

Can't change the fee structure till 2020 under the current Concorde Agreement unless all teams agree

Nope , thats why the whole thing is a huge mess

and Bernie and Max Mosley were concocted this whole system

 

Eccelstone and Mosley are responsible for the current prize money structure

The FIA moved the engine formula towards the V6 hybrids in part at the request of some of the manufacturers

Now the FIA and Eccelstone want the manufacturers to supply the new engines at a cut rate to the customer teams because they want to " keep costs down " and threaten to start a 2 tier formula because the engine spec they introduced is too expensive for the customer teams

New management would still be bound by the current Concorde Agreement till 2020

Yeah , I posted that vid earlier , just basically outlines the size differences that would result from the new regs , having said that , I think they have actually slightly reduced the proposed tire width since then
