Not 100%, I have a 2002 but most standard filler necks are the same. Should be #13 in this list (from 2015 tacoma parts list)

Are you in CA? Those communist pumps they run down there are awful.

No, TN. And this problem just started happening recently. And like I said, it follows me no matter what pumps I use. I'll try pulling out some, but I've never been good at that in the past

I had this problem on a truck from a different manufacturer a couple years ago. I found that my charcoal canister had shifted, and by shifted I mean the support rotted out and so the canister was not level. This caused a vapor lock causing the pump to stop prematurely. I would have to trickle the gas to fill it up, not fun in 10 below zero weather. Once I rigged a new support it filled like a dream.

Take the canister out and see if you can blow through it. It may smell fuelly which can be normal but if it feels heavy or maybe some liquid fuel comes out then it's saturated. You can blow through the vent valve line too. It should be statically open, it only closes when commanded too for a leak test. Sometimes spider nests and crap will plug the line.

Near the gas tank.. in cr250's pic with the bed off it's above the rear of the tank /above the axle. It's the square-ish box with the plastic vent/vapor lines going to it

They are expensive! Before you buy one though, simply disconnect the vapor line going to the canister and see if the tank now fills correctly.

Yea, it would have to get waaaaayyyyyyy worse before I'd buy a new one. Can I leave the vapor line disconnected? Will it throw codes?

Which line in the link provided earlier are you calling the vapor line?

It's the only plastic line that leaves the top of the tank (all the other ones are rubber w/mini hose clamps) and goes to the canister. It has accordion "ribs" and weird plastic disconnect fittings. The fittings are a pain in the ass. I will spray a little brake clean around the fitting to lube it up temporarily and then squeeze with one hand while using a small pick to push the tabs away and let it release. Be patient, you don't want to break something you want to plug back in later..

So I figured I should update this post. I haven't had time to really mess with the vapor lines or charcoal canister.

However, I discovered, if I start the pump off really slow, then after a gallon or so, gradually increase the flow, I can open the pumps up all the way and it will fill fine. This leads me to believe the antisiphon valve is getting stuck, and taking a minute to open. The slow flow eventually opens it and then I can pump like normal.

Well you are in luck. I have disassembled that entire system to water proof it. So here is how it works. There is a charcoal box that sits on top of your tank. When the truck is not running, there is a pump that pulls 7 psi negative pressure on the tank. The 7 psi is regulated by the fuel cap. When you fill up thettruxk should be off. while the truck is running, the fuel tank vents to a line that runs up to just behind the fuel fill area. It goes into a small filter box. It sucks air so there is no vapor lock in the tank. I would check that to start. There is also a filter in the charcoal box. Did you buy your truck used?

I work at a dealer, not Toyota. But , this is a common issue for us. People love to add in just a little more. Either to round it up to whole dollar or just so they can get that 1 or 2 extra miles by filling the filler neck. So, my point. When doing this it flies down through the vent line line and in to the charcoal canister. That plugs the canister and will cause permanent damage to it.
@Fike I would start with the charcoal canister and then at that time you can blow out your vent line or lines.
