    I couldn't find anything about permits for Peacock flats...are these the same thing?

    No. Peacock Flats you have to fill out every time you wanna go up. That hiking permit is good for 2 weeks. Camping is a different permit. Kaena is good for a year.

    On a dry day, just go to kaena (permit needed of course) and drive around. Its just mainly bumpy.
