Without looking at a schematic, only thing I would say is check the power going to the starter solenoid to see if the ECU is sending the signal when someone turns the key. If not, work backwards. Sounds like it's somewhere between the ignition switch and starter. But without looking at anything, who knows.

"they looked good" is not a foolproof method of inspecting fuses. I recommend testing them with a multimeter or by swapping with new. Sometimes good looking fuses are actually toast.

Key is the original, i tested every single fuse with a fuse tester, just had to replace one. So maybe it could be the ECU? what do you go next after, checking all wires, fuses, battery, startor & crankshaft position sensor? ECU?

Does the immobilizer light flash? I assume third gens have those, in second gens it looks like a key.

Without looking at a schematic it's impossible to say. Sometimes wires do wild shit and branch off to random places, instrument cluster, prndl head unit etc. Could be corrosion underneath the fuse box. IMO it needs someone with good schematic and knowledge on multimeters.

Did you check power at the starter motor though? That right there would be my first thing to check.

    Exactly what I was thinking!

As to the OP’s problem, check the engine immobilizer.

He means, did you take a volt meter to the leads going to the starter to see if you're getting power to it... not that there's something wrong with the starter.

Thats not what I asked. Did you check POWER at the starter motor? a new motor will do nothing if there is no power there.

It’s a long-shot but try starting it with the gear shift in Neutral to rule-out a bad Neutral Safety Switch. The one in my other Toyota truck is starting to fail so it won’t start in ‘Park’ but will in ‘Neutral’.

Oh man, you should check your HOA rules; many have junk vehicle clauses. Saving a few $k or even a few $10k is pocket change compared to legal fees.
