Predator tube steps, mud guards, Tonneau cover, TRD exhaust

So I have the factory installed 3 panel Tonneau cover. Is there Any way to get that 3rd panel to fold up without removing the bolt and removing the whole cover?

And the second part is, it's not perfectly centered when it's shut. It's not off by much but enough that I notice and of course it makes the perfectionist in me growl haha. Is it just a game of loosening the latches and moving them just a hair in whatever direction? Or another way you guys know about. Thank you!
