    He kinda skipped over it but I think he was referring to the new fuel limit per race being based on the improved level that teams had acheived over the 3 years with the limit at 100kg , so basically if all manufacturers had acheived race distance at 95kg by end of the 2016 season , the new 105kg limit would allow a 10% increase to full throttle
