My wifes 2017 Carolla IM , blizzard ice color began to have a few small paints chips . Only has 19000 miles , and was 2 months out of warranty. Had to make several calls to the dealership and corporate office , but they finally agreed to paint it.

This has been a bit of a problem before Toyota. In fact, it been a prob since the mid-90's.
OK, IDK what kind of paint Toyota uses currently ... But back in the mid 90's Dodge & Chevy started using this 'Eco Friendly' water based paint. Looked great for a few years until it started coming off in sheets. My 95' Dodge B2500 van had that problem. About 2000 ... All of a sudden, my 5 year-old van, looked like it was 25 years old. I spent about a year fiddle-fucking with Chrysler with no results.
Finally, I just threw my hands up in the air and said OK, I fix it myself. (Not me, but a paint n' body shop..)
I had them completely repaint the van and it wasn't cheap.. I had them use this (then) new stuff by Eastwood paints .. It was an epoxy paint, that they swore by. And just like it sounds ... there is the primer/color/clear paint that you mixed in a catalyst in with. And if you were shooting, say, a pint at a time ... You better have the paint shot and yer gun cleaned up after about 25 minutes.
I will say though, that 20 years later .. With some TLC .. Maybe once-a-year waxing and buffing with some Meguire products ... It still looks near new. And no rock chips either... (BTW, I'm not a shill for any of these products, just a good experience with them.. ;))

I have a 2017 super white Tacoma, has 12,400 miles on it, washed it last week and paint started coming off around the driver's side rear window, looks like crap. Went by the dealer, service manager said it's out of warranty but they would start a file on it and make some calls. They also suggested I contact Toyota Customer Care which I did. I emailed them and they emailed me back and asked me to call them. I called and talked to a nice young lady who said she would send it on up the line and I should get a phone call back in 24 hours, been 48 hours no call yet. Toyota sent a survey email tonight wanting me to let them know about my recent contact with customer care so I was able to write a book and tell them everything. Hopefully I'll get a call tomorrow, if not, I'll be calling them again on Monday. I bought a Land Cruiser in 1993 and have owned Toyota trucks, 4runner, and Cruisers since but if they don't take care of this, don't know how loyal I'll be in the future. I'm hoping for the best, just wished I hadn't bought a white Tacoma. I also have a 2015 super white Tundra TRD Off Road, just like my Taco, never had one paint problem with it. If I do buy another one, it won't be white.

Environmentally friendly automotive paint loosing adhesion is not a new issue, old guys/gals working in Automotive in the 80's and 90's will know all about it.

Nor is it just a Toyota issue at this time, or before...

It can be cause by contamination, improper drying, surface prep, temperature when applying, chemical makeup of that batch of paint/primer, thickness of the paint being applied (too thick of a single coat and it is more prone to peel).

White tends to be put on thicker so the primer colour does not bleed/show through as it is more translucent.... (also has a higher % of pigment vs resin).

Toyota's problem with White at this time is not plant specific, so don't be blaming Mexico Vs Texas...

I'll leave these news articles here .... Toyota is expanding the warranties on other vehicles with the same issue so wave these under your dealer's nose if you get any hassles and if Corporate does not give the OK to paint it right away, ask why their other models get fixed but not the Tacoma.... They are painting Vehicles back to 2013 for other models....

For some reason white and blue color paints get more issues. Just about all of them i've seen are applied pretty thin. Kind of wonder if these ceramic coatings available today would go a long way to help.

I paint metered my LR Pro and the entire car is mid 3mils with some spots at 4 max at 4.1 mil.

That is some crazy thin paint. On par with that POS 14 Evo I had. Mitsubishi at least has the excuse of its passenger auto division not making a whole lot of money, Toyota really could turn up the thickness just a smidge.

For reference, my Hyper Blue STI was low 4 throughout entire vehicle.

I forgot to follow up with my first post. Toyota did call me back after a few days and fully approved the repair. I took it to the dealer paint shop about 3 weeks ago and they had my truck back to me within 3 days. They did a great job, just hope the rest of the paint holds on, so far, so good.

They did a recall for the other Blue not Voodoo Blue .... so which paint doesn't have issues in the 3rd Gens? Trying to stick with the 3rd Gens but is getting harder with all these issues

I have to give OP credit for doing what he's doing because Big Corporations hope we stay quiet or don't have the funds to challenge policy that we all know can be hard to win. Yes I agree the first step would be to contact the GM but maybe he has to no avail. My son who has a 2018 4Runner Pearl White has paint issues that Toyota has a recall on the paint. This is what they told him. We will paint the panels that require paint but only those panels and not a complete paint. He told them that the rest of the vehicle looks like Sh_t and that it will start to peel too because that is how it started to look before it peeled. If he had the resources like OP he would be Lawyering up too. $.02
