The shock doesn't need a rebuild if it isn't leaking. Being 8 years old, a rebuild is recommended, but the cost may exceed what you paid for them.

Any independent shop that can replace normal shocks and struts can replace the top hat along with new hardware.

Check out this post I made. The video at the bottom of the post walks you through it. It’s a pretty solid method and much safer than the off-the-shelf spring compressors. https://www.tacomaworld.com/posts/29720633

Did the previous owner had someone rebuilt or replaced the shock absorber? It's not right. The threaded part is not part of the tophat, it's the shaft of the piston. Some of the shaft have fulled threaded end, some have wrench flats(i.e. Toyota). It's not the correct shaft in yours. You don't replace that as part of the lift kit, unless it's built or rebuilt by a shop.

Another possibility is your strut is missing one bushing under the top hat.

I’m having a shop look at them now. I did notice that the piston threads were different could it being a different type of piston be the issue because it seems like most people thinks it’s a bushing missing. A piston issue I’m assuming is more serious task.
