To piggy back on the crumple zone point.

An 8mph accident might deploy airbags whereas a 15mph wont. Even if the impacts are identical in every way except for speed.

The reason for this is crumple zone design. If some steel bar has to be able to absorb a 50mph impact to deform and save someones life, a 8mph impact might be too little to even begin bending it. (Remember the energy dissipated between 8mph and 50mph is absurdly different)
Now if all that force doesnt bend this piece, then all of it is transferred to the next piece, airbag g sensor, and ultimately the occupant.

Now a way around this is to design a nesting doll of different crumple zones. A 5mph bendy bar attached to a 10mph bar, on and on to 60mph, ect.

Problem is engineers dont have infinate space for crumple zones, they have to make due with what they have, and an inch extra crumple means an inch less legroom or cargo capacity, or less mpg, whatever. So they do the best they can with what they have, and design the system to deploy airbags in different scenarios to protect the occupant.

OP, what are the labor rates in your area? If you get those, I can write you an estimate.

Just look at the damage, that look like it caused enough g forces to deploy the airbags? No, it doesn't.

Again, the airbags will not deploy unless the g-forces are above a certain level, caused by a moderate to sever collision. This is obviously a minor collision.
