It would be nice to see Porsche back in F1. I cant help going back in time when Porsche along with TAG built the engines that powered the McLaren's to several championships in the mid / late 80's. I still say that was the heyday of Formula One. Good read if your interested. https://www.enginelabs.com/features/developing-porsches-greatest-f1-engine/

paying $7M to overspend by $1.5M doesn't make much sense

Driver Championship payouts with Constructor Championship payouts.

I wouldn't call it much of a punishment.

That $1.5M overspend is a negotiated number. Lots of arguments for it having been a good deal higher.

I think the 10% aero time cut is the real penalty. The money is chump change to RB.

It’s actually only a 7% since they get 70% aero time and it’s 10% less not a flat rate so it’s actually only 63% aero time

IMO if they took the 7 million fine from the $150 million cap, not just any cash and a flat 10% less it would be fine since it wasn’t a huge overspend and they were very transparent

Not harsh enough since the fine is chump change for RB and it isn't applied to next years cost cap. If it was applied to next years cost cap then it would have been meaningful and appropriate like the reduction in wind tunnel time.
