24v bulbs running on 12v system - Questions

Hey all,

I'm running PIAA 510 housings in my stock fog light locations on on a 2011.
I've always used the 3000K H3 55W bulbs for a nice yellow color.
The problem is the bulbs run great for about a year before burning out and I sometimes get flashed as they are very bright to look at and aren't adjustable.

So I started thinking and looking around....

If I used 24V H3 70W Super Bright Xenon Yellow bulbs, would it effectively cut the wattage and brightness to approximately half - say 35W in a 12V system???

I'm thinking that the bulbs would last forever as the filament would be thicker for a higher wattage (70W) and I'd be running at half voltage(12V). I'm thinking they would also be slightly dimmer than the 55W bulbs and wouldn't blind others.

Is my thinking way off?? I need some electrical guru's to chime in...
