    15 clicks sounds like a lot. How I’ve done it is to adjust the star until I can just barely get the drum over the shoes, then adjust the cable slack from there.

    I don't doubt that. But I always find those self adjusters just never seem to work right. I'd rather have the rear shoe drag a little in the beginning then to not have a good parking brake, especially with a manual transmission. I'm not saying that what I'm doing is correct, but I've found it gives a better parking brake performance (with the downside of a shorter rear shoe life). My truck is going on 10 years old and only has 55k, I've been through one set of shoes so for me it's worth it. I do the same thing with any vehicle that has the ebrake like this, or the ebrake shoes with rear disc brakes like my Chrysler 10.5 axle in the ford.

    So might not match the toyota FSM, but here is what the Ford FSM states for how to adjust the brakes

    1. Raise and support the vehicle.
    2. Remove the wheel and tire assembly.
    3. Remove the brake adjusting hole cover from the backing plate.
    4. Turn the brake adjuster screw (2041) to expand the parking brake shoe and linings until they drag against the drum-in-hat rotor.
    5. Back off the brake adjuster screw until no drag is evident.

    This is how i've always done it, never counted the number of clicks. I've adjusted it until you can just barely get the drum on and then try to spin it. move as many clicks as needed until the drum no longer drags on the shoes.

    Im going to try both ways. I always try to follow the FSM as close as possible. Right now my braking and my pedal feel normal.

    But my emergency brake will hold me from going in reverse, but not from going forward. So I know it’s trying to stop the truck but it’s just not enough.

    Try this also:

    Toyota Field Service Manual for the Parking Brake Cable adjustment under the shift lever center console:

    ADJUST PARKING BRAKE PEDAL TRAVEL (for Automatic Transmission)

    (a) Confirm that the parking brake pedal is released.
    (b) Loosen the lock nut A and turn the adjusting nut B until the parking brake pedal travel is corrected to the specified value.
    (c) Tighten the lock nut. Torque: 13 N*m (127 kgf*cm, 9 ft.*lbf)
    (d) Check whether the parking brake drags or not.
    (e) When operating the parking brake pedal, check that the parking brake pedal indicator light comes on.

    ADJUST PARKING BRAKE LEVER TRAVEL (for Manual Transmission)

    (a) Confirm that the parking brake lever is released.
    (b) Loosen the lock nut A and turn the adjusting nut B until the parking brake lever travel is corrected to the specified value.
    (c) Tighten the lock nut. Torque: 13 N*m (127 kgf*cm, 9 ft.*lbf)
    (d) Check whether the parking brake drags or not.
    (e) When operating the parking brake lever, check that the parking brake lever indicator light comes on.
