Well I went balls to the wall and hydrolocked my engine. Now it's seized even with the plugs out. What are the chances it's the valve train seized and I can just put a new head on it?

Any auto recyclers with 2TR engines in your area? I'm guessing the answer to your question will require an engine teardown, sad to say.

Not that I know of sadly. I'm thinking about throwing a 2UZ in it now.

I have seen con rods sheared right off during a hydrolock. Pull the pan and have a look.

That's one of my theories is that when it hydro'd it snapped a rod and threw it through the cylinder wall. But it didn't sound like that happened.

It just felt like it stalled. It was a gradual loss of power and then died.

Sure did. Put about a 18" breaker bar on it and pulled as hard as I could. Didn't budge

You can pull the head and have a look a dead give away would be one piston that does not match up in depth. There are a lot of forces at work in there and water does not compress.

Sounds like you'll be looking for an engine. However if you ask this kind of question I wouldn't suggest trying any kind of crazy swaps unless you have piles and piles of cash, LOTS of time, and some serious skills. Putting a 350 in an old landcruiser is one thing. Doing an OBDII engine swap in an OBDII vehicle and actually having it run with no codes afterwards is another thing entirely.

    Slim to none

I have been involved with hydro-locked engines. If you were lucky, and didn't bend the rods. By taking out the spark plugs would release the water, when hand cranked.

If it will not turn; you bent something in the engine. Rods would be first guess, pistons etc.

That is assuming that you removed the water quickly; and rust did not form on the cylinder walls.

    Of course
It only say for about 8 hours. Doubt it's rusted up

Looks like it's probably time for a new engine. Since you took the plugs out, and it still won't budge (water should have come out from plug holes upon trying to bump engine) there is doubtlessly extensive damage in there. I would definitely tear this one down, at least for the learning experience.
    Good luck man.

On the list of potential issues here, I would think that rust is pretty low.

In all seriousness, most likely you bent rods to the point of them interfering with the block or webs of the crank. Tear it down and find out.

Dropped the pan. Bottom end looks good. Water pump and thermostat are good. Engine will not turn either way. I figured it overheated and the rings welded. But if the water pump and thermostat are fine and the radiator is full then that doesn't seem possible. There does seem do be a hole for lack of a better word where the engine and transmission mate. I guess it is could be possible a rock or something is jammed in the flywheel? I'm kind of at a lose right now. Anyone got a clue?
