It's basically when somebody adds reputation to you because of something you posted. It can be positive or neutral. They used to have negative, but they removed that.

It's the little weights and balances icon at the bottom left of the side bar on the left of each post.

You can check it by going to your control panel and scrolling to the bottom.

 

It's funny how adding the names changed the neutty game

 

I have one neutral by unknown still. And only one positive from bradyt88 for a funny picture.
