    It might still be in the surface rust stage so some time wire brush on a grinder might take care of it. I don't like dealing with rusty steel though. It's like taco frames, once they rust, they rust. If it's what you want, get it.

    That's kind of how my CBI bumper was. Got it for $200, normally $800. Was all rusty but took a wire wheel to it and painted it. The rust comes out everynow and then but I just paint over it again. Eventually I'll have to resand it.
