    100% free to camp and wheel as long as an organized event isn't taking place. Less than 30 minutes to Harlan/Black Mountain if you want to do both in the same weekend. I've been there a couple times now. It's all reclaimed coal mines. Not sure of how truck friendly all of the trails are though. There's a few videos on YouTube of the place.
