I am trying to keep my head unit to the factory one and putting in a amp and subs and trying to use a high to low converter. But the front right speaker's positive and negatives give off 3.2 volts while the front left speaker's positive and negative give of 9.2 volts. I am not getting any signal on my RCA inputs and I am guessing it is from the differing voltage? Is there something wrong with my wiring or is this standard for the 3rd gen to have this?

I’m having the same problem. Did you figure out the issue?

Voltage at the speaker level is always changing unless you're feeding it a sine wave or sommat. What are you doing to get constant voltage here? Just turning it on? Playing a sine wave? You are using the AC setting on the multimeter, correct?
