3Slow Runner not running right. NEED HELP!!!

    I have a 1994 Runner that I previously bought for $500. Sweet deal am I right??? Wrong! Previous owner was a crack head and did a manual swap. Still fixing all the little ghetto things they did like rats nest of brake line from the slave to master that's currently bungy corded to the battery. Anyways, got her running the other day but it will not rev past 4k. Almost like it is hitting a rev limiter but at 4000 RPM. Other than that it revs perfectly fine and sounds healthy. Compression was around 185 PSI in all 6. Already put plugs, wires, cap and rotor, fuel filter, and a new battery. Tired of wasting money on parts that aren't fixing it. Also almost forgot to mention the fact that it barely has enough power to get out of first gear on flat ground, which is confusing the hell out of me because the thing revs fine and sounds healthy. I'm just completely stumped and need a little guidance to get this thing out in the woods and thrashing. Thanks!

    So....I know this is a red- necked up way to figure this out ..but I'm in Louisiana, so it's how we do things here...lol...but it def works...take the intake tube off of the throttle body, and have someone throttle up to the Rev point, 1st look and see if the throttle is opening all the way, if it is, get a can of carburetor cleaned and fine mist it into there for a sec to see if it picks up. That will tell you if it is a fuel delivery problem. If it doesn't do anything or bogs down, then generally it's a timing thing. Ignition or mechanical. But within a few minutes, that will give you a solid direction to look.
    Double check your cam timing, and distributor timing. One tooth on either will or can cause those symptoms.
