4 wheel actuator

I have a 2014 Tacoma

the 4 wheel light is flashing all the time and my truck won’t engage in 4wheel drive

It was recommended I replace the actuator
On front axle
I’ve done that and during that process I re-sodered the pins on the little electric motor

and this hasn’t changed anything
The light is still flashing and it won’t engage into 4 wheel drive

Truck drives and operates fine besides the light fl and no 4 wheel drive

any advice and help will be appreciated
