If it's not okay to turn while in 4HI in a 4x4 truck on dry condition; why is it okay to turn while in slippery conditions such as ice, gravel, and snow?

Because the center transfer case will bind if the rear axle and front axel are trying to turn at different speeds, which is what happens when you turn the truck left or right.

There is no center differential so there is no play in the 4x4 system

so does that mean on slippery conditions it allows the front wheels to slip on purpose? or allow the front wheels to move more freely?

The front and rear axle need to rotate at different speeds, something needs to be able to slip or break for that to happen. Wheel slipping is better.
