I have a 2011 Tacoma with the 6spd and 4x4 of course. I've been running into the problem of my 4Lo not engaging. The truck shifts perfectly in and out of 4Hi but when I try to shift into 4Lo the light just sits there and flashes. I took the cover off of the actuator and cleaned the limit switches and the metal strips they contact. Still nothing. Any idea what could be causing this?

Are you on level ground, in 4Hi and Neutral when trying to shift into 4lo?

Have you tried rolling the truck forward or back a couple feet? I find it needs to move to engage. Same with 4hi

Make sure your clutch is pushed all of the way to the floor. Sometimes the floor mat will not let it go fully down.

I will take the floor mat out and see if that changes anything.

Since your only having a problem with 4L most likely you have a problem with the L4 switch or circuit, the TL3 contact or circuit, or the actuator is not properly timed.

I've been looking through this hoping to find something. The shop wants to charge $500ish for a new actuator and I'm afraid that the actuator isn't the problem so I was hoping to do the most I can on my own. Thanks!

Check the voltages on TL3 and L4 with the truck in 4Lo and the light flashing (they should both be 0v in 4Lo), I suspect one or the other is going to be out of range.
