Thanks to your post,I removed and replaced the "Actuator Assembly, Differential Vacuum" (ADD): https://www.rockauto.com/en/catalog/toyota,2006,tacoma,4.0l+v6,1432865,drivetrain,4wd+actuator,10456. As soon as I put it into 4WD (High), it engaged.

When I took it apart - I applied 12VDC to the motor connection and it appears that the motor was stuck in position, because at first it didn't engage. Then after I moved it around the motor spun. So, I put it all back together and it worked. Hopefully the issue is resolved, I'll make sure to put it into 4WD monthly, and hope that the brushes aren't burnt or corroded - inside of the case was dry.

Nobody has done it that I am aware of. Can’t see it being too difficult if you can source the motor from somewhere. If you manage to do it make sure you write it up and take pictures and let us all know where you found a motor. I’m sure there’d be plenty of interested people.
