OK, so instead of replugging both the TC Actuator and the ADD when I tested for there being a short to ground in the wires, (TL1 & DL1 showed 11+V) I decided to drive to a sunny parking lot as it snowed about 8" last night to find a dry spot to reconnect them.

YES, the truck definitely was mechanically in 4WD LOW.

Should I plug in the two actuators and delve into removing and inspecting the TC Actuator now or is there another electrical test to perform to narrow it down?

Will it shift back into 2wd with them plugged in?

Yes, I plugged them both back in and the flashing green 4WD light went off and the truck went into 2wd.

So it really looks like there's an issue with the TL1 and DL1 switches, weather it's actuator timing or something else I don't know without some disassembly.

OK thanks for the information and advice.

I will take the TC Actuator off and hopefully apart and will let you know what I find in there.

Since the 4WD mechanically engaged and disengaged, is it reasonable that the front ADD might be OK and I should focus on the TC Actuator?

Being DL1 does not open yet the ADD is obviously engaging you may still have a timing issue there but yea let's get the Transfer Case Actuator sorted first.

Haven't had the energy to get under the Taco so the TC Actuator remains unexamined, but this happened.

I needed to access a remote area in snow and was just about to park and hike when I said a prayer and turned the selector to 4H and it worked like a charm! I took me a while to get it back into 2H with a few rounds of on/offs, etc but it worked.

Were the spirits with me or is this a useful clue?

Before this, when was the last time you put the truck into 4hi?

For component diagnosing, I did some electrical voltage measuring in 2H, 4H & 4L and removed the electrical connectors to the front differential actuator and the transfer case actuator and because it snowed, I drove in the snow to a cleared and dry parking lot to get under and reconnect the actuators and it was definitely mechanically in 4wd mode so maybe 3 weeks ago.
