4x4 light flashing but won’t engage

    So I’ve been reading threads for about 2 weeks now and a lot of problems are similar but not exact. I’ve taken the front diff actuator off and tested for power and I have power there but not getting power to transfer case actuator. This is my first Toyota so I’m lost. When you turn the knob into 4hi the light just flashes. Is there any relays that could be bad? Can someone point me in the right direction
