Short answer: Because you are turning in 4WD where it is not needed (ie. on pavement or dry rock).

Medium answer: In a turn, all 4 tires need to rotate differently and part time 4WD systems lock the front and rear driveshafts together preventing a different turn rate between the two.

Best answer: Only turn 4WD when you are on a slippery or loose surface (dirt, sand, snow).
