    Check the threshold to see if it’s adjustable, if the frame is plumb and square the hinges shouldn’t need to be messed with.

    Yes, the frame needs to be shimmed in the rough opening. Shims behind each hinge, ensure this part of the frame is plumb (vertical). Shims behind the strike plate and above and below roughly half the distance. On the striker side of the door frame you may find you need to “finesse” the frame to keep the gap even with the actual door edge top to bottom.
