    Sure. We use to disconnect exhaust at the manifold y and road test. Plugged Cat would be as numb as a pounded thumb. If you rev it up while the exhaust is connected and it sounds like your sucking wind between your teeth is could be plugged

    it screws up the AF reading so it leans the whole motor out

    on edit

    im saying yes it can, not saying that is your problem.
