96 4X4 rear brakes question

I have looked at the various threads searching for an answer but nothing regarding the rear shoe auto adjusters over adjusting. I cant see that anything is installed incorrectly. There is nothing rusted, frozen or binding, it just over adjusts the rear shoes until there are as few as 3 clicks on the parking brake handle and the rear wheels wont rotate by hand when in the air. I am at a loss to what is causing this. After market shoes and original hardware if it makes any difference.

Possibly the brake adjustet fork is turned around backwards were the adjuster hits it. At the shoe it self.

 

Weak spring on the locking arm allowing the adjuster to advance more then 1 click at a time

Springs get effected by the Thermal cycling just how old are they ??
