Fan is working great. It is trying to push some air. I think maybe the heater or AC Coil is blocked by something. How do I go about inspecting it to see if there is blockage, without having dismantling the dash?

You can drop the fan out and look up into the evaporator core area with a mirror.

I had a similar problem with my 96. Found out that mice had gotten in the fresh air intake began making a nest in the fan and the fan blew a lot of nesting material into the evaporator section. I removed the fan and vacuumed what I could out of there and then I removed a small plastic piece that held a fan resistor or something that was mounted on the front of the air box. The hole was big enough to feed a small 3/4" hose into it and I taped that onto my big vacuum cleaner hose. I was able to do a pretty good job of vacuuming out a lot of the insulation on the ac/heater coil. Once I was done I fabricated a small piece of metal hardware cloth into the fresh air opening. This had to be done from the fan side because the fresh air opening was located under a sheetmetal support in the cowl area of the windshield. I had to do the same thing on my 2013 4 Runner. The mice got in the same place, chewed insulation from the firewall area and some gray padding from inside and made a nest in the cargo floor area under the pull-out floor.
Why the manufacturers don't screen these fresh air openings is beyond me. The dealer told me they had vehicles come in with seats etc.chewed and it's not covered by your warranty.
