Aftermarket rims and tires, bed liner, deck plate mod

I have a 98 tacoma 2wd and I'm looking to lift or level it, just make it a little higher because my wheels hit the fender when I hit a bump. which would be better a lift kit or leveling kit? What's easier? How much should I go without needing bigger rims/tires. Thanks
