AC, doesnt work unless i spin the wheel behind the glove box?

My AC no longer works which i turn the knob, it was intermiten for a little but now nothing.

However if i have the knob turned to an on position for AC and physicaly spin the wheel thing underneath the AC cabin filter behind the glove box- then it starts up and works! almost like kick starting it...

any one have an idea of whats going on or how i can fix this?
